Full Description:
Reviews / prepares proposals, bids, RFP's, contracts, amendments, change proposals and other related documentation and reports for applicability and acceptability • Researches historical data to ensure compliance with appropriate laws / regulations, corporate and GDC4S policy / procedures • Reviews and provides input to internal work authorizations • Analyzes contract requirements, special provisions, terms and conditions to ensure implementation is in compliance with contractual obligations, proper subcontract flowdown requirements, applicable law/regulations and internal policy/procedures. • Drafts and negotiates contractual instruments commensurate with the skills of this job level • Negotiates favorable conditions for cash management and profit/fee earning potential • Administers correspondence, reports, contract submittals to ensure timely and coordinated responses and compliance with terms and conditions Conducts research to support audits as necessary • Reviews contract status reports for reasonableness • Ensures signature authorities in accordance with policy Administers low to moderately complex contracts and/or subcontracts having low business risk May possess Subcontract procurement authority
Specific Knowledge Bachelor's degree or the equivalent experience is required. In addition, a minimum of 4 years of directly related experience is required. A minimum of 6 years experience is preferred. Some contract/subcontract related training or coursework is preferred. • Working knowledge of procurement law / regulations and legal concepts. • Working knowledge of policies/procedures. • Good analytical, written and communication skills. • Ability to draft simple contractual instruments • Skilled in negotiation of contracts of low to moderate risk / complexity. • Judgment and creativity to identify and resolve contract issues, and ability to identify where more expert guidance is required. • Acquainted with Intellectual Property issues • Accurate • Good computer skills • Strong knowledge of basic business principles
